James started with the Green Bank in 2022 in the role of Associate Director of Legislative & Regulatory Affairs.   James’ responsibilities include all matters pertaining to the development, monitoring and implementation of legislative initiatives before the CT General Assembly.  James is also responsible for all matters before the CT Public Utility Regulatory Authority (PURA).

James comes to the Green Bank with over 20 years of experience within the Connecticut State Capitol/Legislative Office Building serving as a legislative aide, communicator lobbyist, legislative director for the Executive Branch and as an Executive Branch Liaison for DECD and CI.  Most recently James served as the Vice President of Business Development & Government Relations for a Connecticut based solar development company where he cultivated business development opportunities here in CT and helped foster legislation to facilitate that deployment

James attended the University of Vermont, where he received a Bachelor of Political Science degree with a Minor in Economics.  James currently resides in Glastonbury, with his wife Carolyn, their two sons and their two Chesapeake Bay Retrievers.
